THE chairman of the Legislature’s historic preservation committee has lauded the restoration and rehabilitation of the historic Plaza de España in Hagåtña.

Sen. Ben Pangelinan recognized particularly the work of the Guam State Historic Preservation Office for maintaining the historic integrity of the architecture at the Plaza de España, which is listed as part of the National Register of Historic Places.

“The hard work for this restoration ensures the historic viability of our Chamorro people, culture and heritage,” Pangelinan said after the Plaza de España ribbon-cutting ceremony held last Thursday.

During the 30th Guam Legislature, two public laws were passed to authorize the construction of a Guam museum.

According to Pangelinan, the initial law – Public Law 30-179 – authorized for only limited funding, which left out the restoration of the Plaza de España in the list of projects for funding by the Hotel Occupancy Tax bond proceeds.

But in the second legislation – P.L. 30-228 – Pangelinan said he authored the amendment on the floor to prioritize the restoration of the Plaza de España and provide the entire funding needed for the restoration.

“This ceremony for the completion of a restored Plaza de España could not have come at a better time, especially as we move into the New Year. The people of Guam, as well as our visitors, have long-awaited this full restoration,” Pangelinan said.

The senator added that the rehabilitation of the plaza is one of many projects prioritized and funded by his amendment for the preservation of Guam culture and history.
