GPA may rebid fuel oil supply contract

The Guam Power Authority may be issuing a rebid for the procurement of fuel oil for its generators.

According to documents obtained by the Variety, GPA has informed Vitol Asia Pte. Ltd., the company initially selected among three bidders, that their bid has been cancelled and therefore, a rebid for the procurement of residual fuel oil will be issued.

Jiershin GT OHNG & Company LLP, which had earlier expressed its intent to drop the fuel oil contract protest it filed with GPA, was also informed of the decision, according to documents.

The company earlier filed a protest questioning the selection of Vitol, which prevented the final awarding of a fuel supply contract.

Factoring in compliance requirements and contract cost, GPA determined that Vitol Asia Pte. Ltd. was the lowest, most responsive bidder among two other companies – Jiershin and Petrobas Singapore Pte. Ltd.

Although Jiershing provided the lowest proposed annual cost, GPA said the bidder was rated unsatisfactory or undetermined in several bid compliance requirements establishing competency, including components such as experience, past performance, and financial resources.

Although the contract for GPA’s current fuel supplier – Petrobras – expired at the end of February, the company continues to supply oil to GPA on a temporary basis until GPA finalizes its selection of a new fuel supplier.
