Spending cuts compromise awaited

VICE Speaker Benjamin J.F. Cruz, who heads the committee that recently heard the spending cuts bill, said Adelup has “yet to come to the table” for a possible compromise on the controversial measure.

Cruz said a 10-day window will be open for the governor’s fiscal team and the Government of Guam Retirement Fund to get together and work on resolving the differences between the GGRF and the administration.

These differences were discussed Tuesday night during discussions on the Early Retirement Incentive Program and the amortization program. GGRF board of trustees members offered to find a compromise but as of noon yesterday, Cruz said he was informed the administration has not yet responded.

“The hearing for Bill 507-31(LS) has concluded. And as chairman of the committee conducting the hearings on the measure you (Gov. Eddie Calvo) proposed, I am keeping the record open for up to 10 days for additional testimony,” Cruz said.

The Vice Speaker hopes both parties will bring a compromise proposal to the Legislature within that period of time. The call for compromise was prompted by the serious differences between the GGRF and administration proposals, Cruz said.

Inconsistent

The Vice Speaker also requested that Calvo be consistent with shortfall calculations coming out of Adelup.

“The myriad of pronouncements that have been made from your communications office have been inconsistent with the testimony by your representatives at the hearings," Cruz said. "Over the course of several weeks, we have seen press releases and statements from administration officials saying the shortfall was $43 million, then $71 million, and now $171 million. This inconsistency is very confusing and serves no useful purpose.”

Meanwhile, the Governor’s Office clarified that there were no changes made to take away teachers’ personal leave as reported previously. Adelup plans to send a letter to the Guam Department of Education and the Guam Federation of Teachers on the matter.

The public auditor is one of the crooks, she will never attack any republican, the AG is a relative and the federal AG is also related, and some judges too. What do you expect, there will be no justice for the people of Guam!

Is the Marianas Variety Guam a DEMOCRAT? Who are those senators who are already retired in the Government of Guam? And we are urging GovGuam employees for an early retirement? Plain and simple. Common sense. Where is our conscience? Do I have to prove something that cannot be denied? You know who you are. Be considerate and give hope to those new candidates who has a dream of being just like you but not to make it as your career. They really should have a limited term. Once you retire from GovGuam, you must retire without coming back to be as a GovGuam worker no matter what is your position whether a staff or a public servant leader. If you prefer to work because you still want to work, work in a private sector. Only then, you have helped the GovGuam tremendously in preventing shortfalls. THIS IS VERY CLEAR.

What about the Democrats NOT WILLING TO COOPERATE? The democrat incumbents are really the "root of the problem". They don't want to cooperate. Governor Eddie Calvo may not have a choice but to keep 15% reserve for FY2013 and a 6% reduction in the budget for next fiscal year. "Agencies will be forced to cut almost every expense, including personnel", the governor said in the PDN. Cuts must also be done to all the 3 branches of government, the Executive, Legislative and the Judiciary. The drastic cuts must be on salaries, but not eliminating personnel. Our governor can and really has the power to do that under his administration. Our democrat senators must face an injunction to be issued by the U.S. District Court for them to comply by including them on those cuts. If our governor has a complain or complains about our democrat senators, our governor can file a lawsuit on those democrat senators for not including their legislative branch on cuts, that may create "mental torture" to any worried GovGuam personnel who could be affected by the government furlough or layoff. PEOPLE OF GUAM, WHERE DO YOU STAND BESIDE? THE REPUBLICAN OR THE DEMOCRAT?
