Teacher reassigned for ‘inappropriate’ behavior

A GUAM Department of Education Physical Education teacher is being reassigned following allegations of inappropriate behavior toward a female student minor five years ago.

Lawrence T. Laguana, 54, of Dededo, was arrested by police and charged with child abuse and official misconduct in connection with the case, which occurred in 2007.

He was teaching at Jose Rios Middle School in Piti.

Laguana also faces charges of stalking and family violence for another incident that happened in 2009 involving a woman known to him.

GDOE Deputy Superintendent Robert Malay confirms Laguana was removed from the school and an internal investigation is underway.

“We understand that these allegations date back five years ago. We need to look at all of the factors as we do in every case and what would be in the best interest of all students,” said Malay, adding when allegations such as the incident against Laguana are brought to the attention of the department, their main concern is the students.

“We are very student-centered and we ensure student safety is not compromised,” Malay pointed out.

According to Guam Police Department spokesman Officer A.J. Balajadia, both incidents were nearing their statute of limitations for the department’s Juvenile Investigation Section. Through follow-ups of the cases, the arrest of Laguana was enforced.

Balajadia further stated that as detectives continue reviewing old cases, there may be more arrests coming out of the Criminal Investigations Division.
