GPD division moving to ITC

AFTER several months of waiting, the Guam Police Department’s Records and ID office will finally be moving out of the old GPD headquarters in Tiyan to a new home in the ITC building in Tamuning.

The division was the only section left operating in the decades-old building while other GPD divisions went elsewhere.

The Variety learned Fujita Property Guam Inc., which operates the ITC building, was awarded the invitation for bid last week. The IFB was announced on June 27 and opened on July 26. GPD was seeking around 7,000 square feet.

Anita Cruz, GSA buyer supervisor, said there were four participants who picked up bid packets. However, Fujita Property Guam was the only company that submitted a bid.

The office space GPD is going to occupy is expected to cost the department around $14,350 a month, inclusive of all utilities such as power and water, or $172,200 annually.

GPD Lt. Andrew Quitugua, operations chief for the administration division, said they are targeting Oct. 1 as the completion date for Records and ID to settle in to their new office.

The offices they’ll occupy once housed Nanbo Insurance, which now has its own building in Hagåtña.

“It’s going to be on the first floor. There’s going to be a combination of offices on both sides of the center aisle, which gives us a total of nearly 6,000 square feet,” he said, referring to the lobby area of the ITC building.

The building management, he added, is going to accommodate GPD’s needs with regard to office space so they can better serve the community.

Quitugua said the money for the rent is from the same funding source they’ve utilized while at Tiyan.

He admits they had to go through the bidding process twice to find a reasonable price as well as a site big enough for the amount of documents the division handles. They take care of about 1,000 transactions each week.

Records and ID employees, Quitugua said, are looking forward to the transfer.

“Where we are located currently, it is not very convenient to be coming to our section in a rundown building. It’s not so much that the employees are pleased to move to a better building, it’s the realization that the new office is going to allow them the ability to better serve those who frequent our service, which is a pretty heavy load,” Quitugua said.

Residents are advised that GPD will formally announce the closure of Records and ID over the next few weeks so employees can begin the transfer of equipment and documents. Quitugua said they may be closed for up to five days.
