Brooks presents 4 goals to Rotary Club of Guam

DORIS Flores Brooks, the incumbent candidate for Public Auditor, presented her four goals to the Rotary Club of Guam meeting yesterday.

“Accountability matters – that is my slogan,” Brooks stressed.

Brooks’ first goal is to issue financial audits six months after the end of the fiscal year to meet national standards. She states that this procedure is already being phased in.

Establishing a Comprehensive Annual Financial Report, or CAFR, is her second goal. The CAFR is required by the Organic Act of Guam, but has not been done. This report provides information on how citizens’ tax money is being spent.

Her third goal is to increase low-risk auditing.

The candidate’s final goal is to issue more reports, such as the Citizen’s Centric Report, to increase insight and oversight in the government.

Brooks also answered Rotarians’ questions about retirement and qualifications that are required for the position.

Gutierrez

She also gave insight into the legal case involving her opponent, former Gov. Carl Gutierrez.

“I was never called in as a witness. My reports and the other auditors’ reports were never called in,” Brooks said, referring to the Gutierrez case.

She added, “Whatever may appear improper, immoral or unethical may not necessarily be illegal.

Outrageous,

she admits that she has not done the required audit for the last 10 years, which is required by the Organic Act of Guam.

This report provides information on how citizens’ tax money is being spent.

What a shame, she also admits indirectly the improper ,immoral and unethical acts with the AGs office, claiming that it might not be illegal.

Actually a court should find out about this.
