THE billing system at the Guam Memorial Hospital is being questioned by Vice Speaker Benjamin J.F. Cruz.
According to the senator, $70 million has been incurred in bad debts from 2011, an amount that could be decreased by sending out a request for proposal for outsourcing GMH’s medical billing and upgrading computer systems to more effectively bill for pharmaceuticals.
In a letter to Gov. Eddie Calvo, Vice Speaker Cruz urged the governor to execute the RFP for private medical billing in order to save money, in line with the cost-cutting measures the governor is proposing.
Cruz said he had been expressing his concerns to GMH acting Administrator Ray Vega since May of this year. Cruz had requested for a cost analysis; however, he said he has received no response from GMH.
“By the hospital’s own estimates, we are choosing to lose as much as $1.5 million every year. At a time when the administration is considering cutting benefits and endangering the Retirement Fund, that’s more than unacceptable – it’s just wrong,” Cruz stated.
Vega confirmed he has received a letter from Cruz, but a formal response has not yet been issued.

We have seen reports that these insurance companies are more that 50% behind in payments to the Government Hospital.
For that reason we have a public auditor, but she is corrupt and useless, she will not audit her friends.
Millions are owed to the Hospital, but Webber doesn't do his job.
