THE case involving Wise Owl Animal Hospital owner and veterinarian Joel Joseph has met another delay.
At what was supposed to be a hearing for the ex parte motion on the relief from the order to stay on the decision regarding Joseph’s license, presiding Judge Michael Bordallo postponed the hearing until next week.
The hearing was originally scheduled for yesterday, Aug. 9. However, Attorney Mitchell Thompson was unable to attend due to scheduling conflicts with other court cases.
Instead, Thompson’s partner, James Maher, attended the hearing on behalf of Thompson to request that due to his absence, the hearing be postponed until Aug. 20.
Judge Bordallo ruled to reschedule the hearing until next Tuesday, Aug. 14 at 1:30 p.m.
“I am totally surprised that we have seen another delay in scheduling,” stated Benjamin Abrams, Guam Board of Allied Health Examiners legal counsel. “I very much look forward to the long-anticipated hearing of this case next Tuesday.”
The stay was issued on June 13, GBAHE’s final decision to suspend Joseph’s license for five years.
Dr. Joseph is accused of negligence, disregarding orders to obtain required permits, falsifying facts, and accepting payment for services not rendered.
The case has been ongoing since late last year.

Just like your friend Dash you seem to continue to spread rumors. Dr. Joseph resigned from the job in Fiji. The stupid idiots who are prosecuting him had all they wanted when he moved to Fiji. When they decided to prosecute and attempt to take his license away here in Guam is when he resigned and moved back to Guam. Harper had her employees state under oath and via affidavit that he was still here in Guam - and they gave dates and places. The hearing documents prove they all perjured themselves as Dr. Joseph's passport and boarding tickets proved them to be blatant liars.
The smoke you talk about is the smoke of exposing corruption and cronyism - let there be more smoke. When you can prove what I am saying is false then I will identify myself - but after what they have done to Dr. Joseph for being a whistleblower .....well, I don't have the stamina to put up with what he has.
Your lack of knowledge is showing. There never were any charges against Dr. Joseph regarding his X-rays. In fact there are no regulations at all on Guam regarding X-rays beyond meeting federal regs. Dr. Joseph already met those. It is the AG who is dragging in all this stuff as he is going to loose due to his inability to prosecute in a legal manner. When all this comes out and the case is thrown out because the AG cannot figure out how to legally prosecute Dr. joseph I hope you are man enough to identify yourself and say you are sorry. Also, Dr. Joseph has met all building specs but the Dept of Ag has refused to do its inspection because they know he will pass. In fact they have even refused FOIA requests to let Dr. Joseph know what the inspection requirements are. Your government is lying to you and your inability to look beyond propaganda to the facts is shameful. If Dr. Joseph's "free ride" is not over on Tuesday what new excuses will you come up with
