Man charged with illegal gun possession

AFTER being pulled over for speeding on Mai Mai Road on Wednesday, a 59-year-old man was arrested after police found suspected drugs, drug paraphernalia, and a pistol not registered to his name.

Peter Joseph Raphael was arrested and charged in the Superior Court of Guam. Two police officers conducted a traffic stop on Raphael, who was driving a black 2006 Scion on Wednesday. According to court documents, one police officer observed a “black color leather-type bag.”

When police conducted a search of his vehicle, they discovered the firearm – a Smith & Wesson model 5906 9mm pistol – loaded with live rounds in the magazine and “mini Ziploc-type baggies containing suspected crystal methamphetamines, other illegal drug paraphernalia” and currency, court documents stated.

Raphael was charged yesterday in Superior Court with possession of a firearm without a firearms identification card and possession of a concealed firearm, both as third degree felonies. It is unclear in court documents as to why he was not charged with alleged drug possession.

Please, if we arrest people there has to be follow-through. Make sure these people are not "booked and released" even after conviction. We are not doing enough to protect our people. The court system has to stop "giving chances" to these people when the public is at risk. It is easy for a judge to be "compassionate" when they are not the ones that are at risk. Our Chamorru nature of "being nice" can turn around and bite us in the rear. Be nice, not stupid.
