Man admits to stealing copper wires

A FORMER DZSP21 employee admitted in federal court yesterday that he stole approximately $57,569.33 worth of electrical copper wires from January to April of last year.

A plea agreement for Frank S. Borja was filed in the District Court of Guam where he pled guilty to information charging him with theft of property.

According to information on the plea agreement, Borja was employed as a crewmember with DZSP21 when he knowingly stole electrical copper wires stored in a Conex storage container at the Naval Base Communications facility.

The theft occurred over a four-month period from January to about April 26, 2011.

“The defendant entered the container, cut the copper wires and passed them to another DZSP21 crewmember who transported the stolen copper wires in a DZSP21 bucket truck which he parked [next] to their vehicles,” the plea agreement stated. “They unloaded the stolen copper wires into their vehicles before the end of their shifts, and later sold the stolen copper wires to metal recyclers in exchange for money for themselves.”

Borja may face a maximum sentence of up to 10 years imprisonment with no more than three years of supervised release, a $250,000 fine and restitution the court may order.
