Calvo reacts to probe

GOV. Eddie Calvo finds it ironic that the Department of Justice is investigating whether the Chamorro Land Trust Act is in violation of federal law when many of the Chamorro original landowners’ properties were confiscated by the federal government for use by the military.

Besides, Calvo said most of the CLT properties are for low-income residents and those who are in real need.

“I think the Chamorro Land Trust and its enabling legislation has given people who call Guam home an opportunity to have a piece of property and develop it either for homes or agricultural purposes,” he said.

“Many of these people and their ancestors didn’t have mastery of the English language. Some of them couldn’t even read, but a lot of their properties were deeded to the federal government and used for military purposes. They were very patriotic people and we are very patriotic people,” the governor added.

The governor believes DOJ officials should focus on other areas of more concern to the island and the United States instead of a program beneficial to the community.

The DOJ has asked Attorney General Lenny Rapadas to investigate Guam’s land use policies after a complaint was filed by Arnold “Dave” Davis, who claims he went to apply for CLT land but was turned away because he is not a “native Chamorro.”

Also questioning the investigation is Department of Land Management Director Monte Mafnas, who said the Chamorro Land Trust Act is “constitutional and organic.”

Mafnas said the law is patterned after Hawaii’s program.

“In addition to that, CLTA considers a native Chamorro to be everyone living on Guam prior to August 1950 which was the signing of the Organic Act,” he said.

He adds that for now, the issue is in the hands of the legal system.

But Dr. Silk has nothing to worry about since her lawyer is Ray Tenorio's wife and you know she won't treat this like some "nursery school" problem. This would be just like Dr. Silk, as she has been caught selling fraudulent Frontline product that she bought from Taiwan, and the EPA has fined her for it. But what about her paying all the people back for the bogus product.

The U.S. military provided free education and free medical care to the people of Guam between 1898 and 1950. At that time the people of Guam paid no taxes and were free from military conscription. Outsiders were not allowed to purchase or own land. The island was rid of tropical disease (such as malaria and hookworms). And Governor Calvo is complaining that empty, unused land was taken for use by the military? The man is unbelievable!

A Filipino in Guam on Guam moved to California in 1951. According to the CLTL law his grandchildren (who have never been to Guam) are entitled to CLTC leases. Another Filipino moved to Guam in 1951. His grandchildren (3rd generation Guamanians) are not entitled to CLTC leases. How is this fair? How does this make any sense? (The Californians I refere to are quite wealthy. They could easily buy land here. The Guamanians I refer to are poor and cannot afford to buy land).

The purpose of CLTC is to divide our community to perpetuate to hereditary rule of the families descended from Spanish landowners.

The Governor is ignoring history. Prior to the Spanish Conquest all land on Guam was communal. There was no surveying, property deeds etc. When Spain conquered Guam the entire island "belonged" to the King of Spain. The King handed our ownership to his favored Spaniards. This means ALL land ownership on Guam stems from theft by the Government of Spain and all "ancestral landowners" are the direct descendents of Spanish conquerors. The Governor is bound by duty to be a government of all the people, for all the people. How hard is that to understand?
