THE complaint filed by Independent congressional candidate Jonathan Diaz against Republican congressional delegate Sen. Frank Blas Jr. is expected to be acted upon today.
Diaz alleges Blas was in violation of standing rules when he voted on legislation to allow Independent candidates running for federal office to be placed on the primary ballot.
The document was received by Speaker Judi Won Pat’s office and has since been routed through the proper channels within the Legislature, including the rules committee chaired by Sen. Rory Respicio.
Respicio said he has not yet received the complaint, but “once I do, I will take immediate action.”
He further explained that the rules are very clear and the deadline to submit any complaints was no later than July 2.
“We have to do due diligence to determine that the manner in which these complaints are submitted conforms to our rules,” he said. “I’m not going to sit on it once I receive it.”

As for the complaint, sorry to say but it has no merit.
You even supported and applauded the Senators including Sen. Blas who you now turn against. Also, when you filed for candidacy as an INDEPENDENT candidate you should have known you need 10% of the vote in the primary to advance. If you had an issue, before you filed and signed the paperwork you should have made the issue known. Hence the July 2nd deadline. The bill was to revise the ballots so independent candidates such as yourself can be on the ballot. Getting the votes to advance is your responsibility, something you signed and acknowledged when you filed at the GEC.

Thank you Jonathan for the wonderful compliments, but open source facebook material is just that. Also, as a political candidate your public actions and words are subject to scrutiny and criticism. The laws of the US apply here and we bask in the sunlit rays of democracy.

One other little point, anyone can check my salary on any number of public websites. Its pretty basic.
Also, please tell the peoples of Guam how much you are getting paid with our tax dollars? Ron, you have an agenda and we all know it! Lastly you failed to realize one thing when you copied and pasted from my FB...please read the section under" about me" as you failed to recognize a privacy act. Shall I file something against you too?
1) It is past the deadline.
2) This was a legislative act made with the entire legislature.Every senator co-sponsored this bill.
3) Mason's Manual, the "Robert's Rules" for legislatures would not require a recusal.
4) Even of a standard of social ethics (not legislative ethics), everyone voting knew or should have known Blas is a candidate. No one (ie his peers) raised an objection and this item was passed on a total consensus level.
5) Finally, if Blas had not participated due to some fuzzy wuzzy ethics claims, political hay would have been made over not participating.
