THE Guam Power Authority recently reclassified more than 840 of the 1,400 accounts that faced proper rate class billing issues.

According to an update from GPA General Manager Joaquin Flores, the accounts qualified for a different rate class due to their low consumption history.

“As a result, these customers will receive a credit on either their June or July bill,” he said.

GPA identified 208 additional accounts that were moved to a lower rate class because of their trend toward lower consumption during the past six months or more. GPA will also credit these accounts on their June or July bills.

Additionally, GPA is going to file an emergency petition with the Public Utilities Commission to allow this change. In the meantime, GPA will process the credit in anticipation that the agency and PUC will arrive at an agreement with this proposed change.

The matter was brought to the forefront during an information hearing by the Committee on Utilities last week during which senators and GPA officials discussed 1,048 of the 1,400 affected accounts. Of the remaining 350 customers, GPA continues to work on their billings to determine the appropriate rate solution for these accounts. GPA hopes to have a resolution for these remaining accounts by the end of next week.

“With this approach, GPA is quickly correcting the rate classification problems for most of the affected customers while continuing to work on an appropriate resolution for those remaining customers,” Flores said. “Customers affected should have received a letter notifying them of the matter advising them of action taken and a number to call if any questions remain – we want to resolve this unforeseen matter.”
