IN AN effort to improve and strengthen the enforcement of laws and regulations regarding possession and importation of invasive species of plants and animals on and into the island, Guam Invasive Species Council members are proposing to create a sub-committee that will be tasked to review current import laws and other relevant statutes.

GISC was established for the special purpose of protecting Guam from alien species that threaten the economy, culture, ecosystem and human health. It was also tasked to provide policy direction, coordination and planning among government of Guam departments and federal agencies.

GISC, along with the University of Guam, is exploring the possibility of inviting members from outside the council who could assist with the review process and provide expert recommendations.

The council is also looking at engaging the support of the Legislature, in particular Sen. Aline Yamashita, who was the proponent of the bill that established GISC.

Last May, a red-tailed boa constrictor was found in Barrigada. Diane Vice, a wildlife biologist from the Guam Department of Agriculture, stated the snake is a “common pet store species.” It was the first time a boa-constrictor has been reported on Guam.

Another issue tackled in the meeting was the importation of orchids and other ornamental plants harboring invasive pests and diseases. These plants were often sourced from non-reputable nurseries off-island, according to Roland Quitugua, chairman of the Northern Soil and Water Conservation District.

“Importers are complaining that they are bringing in these plants and a lot are destroyed because they find disease or pests in them,” he added.

Quitugua is recommending that importers purchase their plants from reputable vendors and nurseries. He said these commercial nurseries have their own treatment facilities, ensuring the plants are cleared of invasive pests and diseases.

He added the task force will address these importation issues and also make recommendations on rules and regulations for the importation of ornamentals or any plants from other countries.
