THE Guam Board of Allied Health Examiners reconvened last night to deliberate on the case against revisions to the proposal of charges and objections to charges against Wise Owl veterinarian and owner Dr. Joel Joseph.
The initial meeting was scheduled for Monday evening but was rescheduled in order for all parties to thoroughly review all documents.
Dr. Joseph’s legal representative did not appear before the board due to personal reasons. Dr. Joseph represented himself.
The veterinarian made one motion to postpone the hearing and one motion to change the venue of the hearing with the reasoning that the current location was not ADA-compliant. Both motions were denied.
In response to the denial of the two motions, Dr. Joseph declared to the board, “With respect to the open government law and in respect of fairness, I bid you adieu!” Then, he stepped out of the room.
Prior to Joseph’s exit, the proceedings were interrupted as the presence of cameras also became an issue, leading to Benjamin Schiff, Joseph’s son, and a female supporter being escorted out of the room by a police officer after the board mandated that only two stationary cameras without any camera operator be allowed in the room.
GBAHE continued the proceedings after the veterinarian left. The board reviewed revisions of the proposal of charges, as well as objections made to the proposal made by Joseph’s legal representative. As of press time, the board was still voting on the findings of fact.
Dr. Joseph is being charged with failure to meet minimum standards, negligent treatment of animals, and cost-splitting.
