Governor creates education task force

GOV. Eddie Calvo has signed an executive order creating the Educational Learning Task Force.


The executive order lists positions within the government and the Guam Department of Education that composes the task force membership.

Vince Leon Guerrero will serve as the task force chairman. Interim Superintendent of Education Taling Taitano will serve as the co-chairwoman.

The governor has charged the task force to assess and develop the plans and financing strategies that will:

  • Return Untalan Middle School to its Barrigada campus by School Year 2013-2014;
  • Renovate and rebuild the existing public schools;
  • Build new schools for the long-term needs of the Guam Department of Education;
  • Fill these schools with the equipment and learning tools best suited for quality teaching and learning;
  • Provide the best transportation for students;
  • Implement reforms at GDOE that will enhance teaching and learning;
  • Open public school campuses, recreational areas and learning centers to the community during non-school hours and weekends; and
  • Recommend changes to law or policies that will help the task force meet its charge.


Leon Guerrero has set the introductory meeting for this Friday at 10 a.m. in the Cabinet Conference Room in Adelup.

The appointed Educational Learning Task Force Members are as follows:

  • Governor’s Chief Education Advisor, Vince Leon Guerrero;
  • Governor’s Chief Fiscal Advisor, Bernadette Artero;
  • Governor’s Social and Economic Advisor, Henry Taitano;
  • Governor’s Director of Communications, Troy Torres;
  • Chief Information Officer, Bureau of Information Technology, Ed Cruz;
  • One member of the legislative majority, Sen. Dennis Rodriguez Jr.;
  • One member of the legislative minority, Sen. Aline Yamashita;
  • President of the Mayors' Council of Guam, Dededo Mayor Melissa Savares;
  • Four members of the Guam Education Board: Joe San Agustin, Dr. Anita Enriquez , Rosie Tainatongo, and Ron Ayuyu;
  • Superintendent of Education, Taling Taitano; Deputy Superintendent for Educational Support and Community Engagement, Rob Malay;
  • Administrator of the Guam Economic Development Authority, Karl Pangelinan;
  • Director of Public Works, Joanne Brown;
  • Chief Negotiator of GDOE’s union contract negotiating team, Barry Mead; and
  • One parent of a public school student, Sen. Mana Silva Taijeron.

We already have an elected Education Policy Board. Now, we have an appointed Educational Learning Task Force. Looks like we are moving closer to DOE under the Gov's control.
