DEAR Gov. Calvo, Lt. Gov. Tenorio, Chief of Staff Franklin Arriola:

My name is Christoper Allen, and I am the individual who filed the federal lawsuit concerning the so-called smart meters.

In this video link, Dr. Dietrich Klinghardt explains in great detail the dangers posed by smart meters to the people of Guam and their families.

The Guam Power Authority has not been entirely truthful with the people of Guam concerning this matter, and has hidden this information from you and the public at large.

Although there is NO FEDERAL MANDATE requiring the people of Guam to have a smart meter placed on their homes, the Guam Power Authority has refused to allow the people of Guam the choice to opt out.

Please take a moment from your busy schedules to view the video as it is very informative.

Also note that should GPA attempt to charge a smart meter opt-out fee to the people of Guam from these smart meter devices – to avoid actual harm or even the threat of harm – it would clearly amount to EXTORTION!

Extortion was observed in People v. Fort, 138 Mich. App. 322 (Mich. Ct. App. 1984), which found the elements of extortion are:

"Threatening accusation of any crime or offense or any injury to the person or property or mother, father, husband, wife, or child of another, with intent to extort [money] or pecuniary advantage as to compel the person so threatened to do or refrain from doing an act against his/her will."

It is to be noted that a threat is not considered to be necessary for the commission of extortion in common law. However, in many jurisdictions, the crime of extortion has been expanded to include the obtaining of money, property, or anything of value by any person, by means of a threat. Guam has similar laws which define extortion. Being charged money to opt out is extortion.

Please use your authority and give the people of Guam a choice to opt out of these deadly devices!

Definition of a leader:

Please take the lead and give the people of Guam a choice to opt out of the smart meter installations.
