GPD spokesman linked to timesheet tampering

FIREFIGHTER Edward J. Cruz of the Guam Fire Department yesterday turned himself in to Guam Police Department after being implicated in a pending case that involved alleged tampering with employee timesheets, according to A.V. Camacho, spokesman for GPD Criminal Investigation Division.
Cruz was charged with records tampering as a third degree felony, conspiracy to commit theft by deception as a second  degree felony, and official misconduct as a misdemeanor.

Cruz, who is currently on administrative leave in connection with his third family violence arrest, was a public information officer at GFD.

The charges filed against Cruz were related to the case of former GFD Assistant Fire Chief Roy San Nicolas Aguigui, who was arrested earlier this year along with his common law wife Rose Ann Blas Castro.

It was discovered that Castro was on a contract through the Department of Public Health's Community Work Experience Program but had never showed up for work. The contract began in 1997.

Further investigation revealed that Aguigui was the person responsible for making sure the documents were signed for Castro and renewing her contract every year so she could continue to get benefits such as food stamps.

Fire Chief Dave Peredo discovered the discrepancy and began an internal investigation then filed a complaint with police.

Cruz was implicated during the course of the investigation. Investigation found that he altering time sheets for Castro.

“This is part of an ongoing case referred to GPD corruption task force. An Internal Affairs case based on the arrest has been initiated and he remains on administrative leave,” said Joey San Nicolas, spokesman for GFD
