Tax refund check distribution begins today

TODAY is the day thousands of residents will rejoice upon receiving their tax refunds.

Taxpayers who have waited years for their refunds will finally get to pick up their checks today and tomorrow; however, a few more hurdles stand in the way – long lines then cashing the checks.

The Department of Revenue and Taxation has issued a few tips to those expecting their refunds in order to streamline the process of check distribution. The distribution sites will be in the island’s major shopping centers: Micronesia Mall, Agana Shopping Center, and Guam Premier Outlets.

The first step in the process is an ID check. Those picking up refund checks are reminded to bring a photo ID with them. Acceptable forms of identification are a valid Guam Driver’s License, Guam ID, Military ID, or U.S. Passport.

The second step in the process will be for the distributor to verify if the taxpayer has a refund check. If the taxpayer does not receive checks or has any discrepancies, they must address their concerns at the DRT facility in Barrigada, since no system is in place at the distribution sites.

For those picking up checks for another individual, they must have an authorization letter and copy of a photo ID of the check recipient. A photo ID copy of the authorized person to pick up the check must be submitted as well. Residents are reminded that no copy machines will be available on-site – copies must be made beforehand and submitted for DRT’s records.

Banker Coast360 is extending their services by providing residents instant access to their tax refunds by offering on-the-spot financial services at the Agana Shopping Center today and tomorrow from 10 a.m. to 5 p.m.

According to a press release, Coast360 members can instantly deposit into their accounts and access funds via ATM and debit cards.

Non-members can establish membership and access money through immediate issuance of an ATM card. Coast360 team members will be readily available to service members as they pick up their tax refund checks.


Long lines are anticipated, so DRT recommends bringing umbrellas and drinks, especially if you are lining up at GPO.

Each shopping center, and the Guam Police Department, will increase its security.

Lines will be cut off at 5 p.m. and a sign will be placed at the cutoff point manned by a GPD officer, according to information provided by Marie Benito, DRT deputy director. Processing continues until those in line are completed.

GPD officers will be in place for checks in transit, line management and crowd control.

For senior citizens age 65 and over, or handicap, the individual will be allowed to move to the front of the line, accompanied by one family member only.

Among other tips DRT provides, they suggest to keep children at home to minimize the crowding. Be mindful of parking, as security will strictly enforce parking rules.


Meanwhile, Department of Administration Director Benita Manglona announced the distribution of Cost of Living Allowance checks to COLA class recipients will be at the DRT facility. The location was incorporated to accommodate the manamko’, or elderly, as opposed to having the recipients directed to the shopping centers with the rest of the taxpayers.

The hours for disbursement of COLA checks at DRT will be from 8 a.m. to 5 p.m. tomorrow and Saturday.

The Governor’s Office has issued the following tips for COLA class recipients:

? Bring a government-issued photo ID, such as a valid Guam Driver’s License or U.S. passport.
? If the individual picking up the COLA check is an administrator of an estate, bring court documents which name the individual as the administrator.
? If the individual is picking up a COLA check for someone else, the original of a current signed authorization by the COLA check owner is required. A copy of the signed authorization and a copy of a current government-issued photo ID of the COLA check owner are required, and will be kept for record-keeping purposes. A copy of a government-issued photo ID of the authorized individual picking up the COLA check is also required, and will be submitted for records.
? If possible, submit the original COLA certificate. Original COLA certificates submitted will not be returned, so making copies beforehand is encouraged.
? Awardees and beneficiaries not on the check distribution list are requested to contact the government of Guam Retirement Fund at 475-8900/01 for more details.

Pick-up location: Front area by Levi’s store. The line begins at the entrance facing Ruby Tuesday’s and will extend out to the parking lot along the building wall.

Distribution: 9 a.m. today; 8 a.m. tomorrow
Pick-up location: Concourse 4, first floor, near Cinnabon and Macy’s Men’s Department.
