Developer seeking Land Trust property

A BILL that would authorize the sale of a piece of land belonging to the Chamorro Land Trust to American Keystone Corp., Ltd. could potentially cause some discomfort among activist groups.

AKC, who owns two parcels of land adjacent to Agana Shopping Center, is looking to acquire an irregularly shaped land from the Chamorro Land Trust to “square out” the property AKC owns to be able to develop the area.

Bill 440, authored by Sen. Jim Espaldon, would authorize the approval of the land sale to AKC from the Chamorro Land Trust.

According to Espaldon’s chief of staff, Phil Roberto, the property could have a potential value of $11,000.

It was not known as of press time what project is being planned for the property.

Roberto said the property is located in the area of what is known as “swamp land” in Hagtna; a jungle area which has been sitting dormant for years.

However, the land sits right at the frontage of “swamp land” along East O’Brien Drive, in an area which could be commercially developable.

Roberto said earlier initial discussions suggested a land swap deal because CLT had condemned a strip of property belonging to AKC to be able to develop East O’Brien Drive.

However, with the consultation of Department of Public Works and Chamorro Land Trust Commission, AKC was advised that a sale would be more reasonable.

Roberto said a hearing has not yet been scheduled.
