Port manager turns in resignation

PORT Authority of Guam general manager Glenn Leon Guerrero submitted his official letter of resignation to Gov. Felix P. Camacho yesterday. He made no mention of future plans in the letter.

He cited the Port Authority’s accomplishments over the past 18 months. “Looking at our modernization efforts, we not only received over $20 million in grant funds, but are awaiting word on our $49.7 million DOT ARRA Tiger grants announcement. This tied with our $50 million US Department Agriculture loan application will get us half way to meeting our modernization efforts,” he wrote.

He said he was “eternally grateful” to have participated in the “miraculous events” over the last 18 months. “I know there is still a lot of hard work ahead for the port, but I’m very confident that given your resolve you will continue on this path of progress,” Leon Guerrero wrote.

In an earlier interview, Leon Guerrero said he was seeking opportunities outside of the government. He declined to comment on an earlier report that he would be joining Shell Guam.

He was the third Cabinet official to have resigned in the past two months.

Leon Guerrero also noted that six laws have been passed by the legislature “aiding our port mission.” He said the laws have improved their financial credibility, by allowing the port to increase their lease rates and tariffs after review by the Public Utilities Commission.

“However, my most notable memory is the passage of the Personnel Rules & Regulations which was tied to our compensation study. To have that bill pass and then signed into law surpassed all my expectations,” wrote Leon Guerrero. “It cemented my belief that all things are possible when we unite,” he added.

 “I leave a happy and fuller man than when I came,” he said. “I leave with the joy of having associated with some of the most pleasant, hard-working and talented people on this island,” Leon Guerrero added.

“The new general manager is fortunate in having people of your dedication and I will be forever grateful to each and every one of you for allowing me to be a part of something so great,” he concluded.
